Kenneth Rosenfield

Kenneth Rosenfield, PE was the president of the Orange County Branch from October 2008 to September 2009.  Kenneth also served as the Los Angeles Section president from October 2014 to September 2015. He is the Director of Public Services and City Engineer for the City of Laguna Hills, California.  He is responsible for all public works maintenance, streets, drainage, water quality, traffic engineering, parks and landscape maintenance and Capital Improvements in the City.  Previously, he worked for the Cities of Lynwood and Yorba Linda and served as the consulting Director of Public Works and City Engineer for the Cities of Rancho Mirage, Laguna Niguel and Villa Park.  He has been a Registered Professional Engineer in the State of California since 1981.  He holds a Bachelor of Science degree in Civil and Environmental Engineering from the University of California, Irvine and a Master's degree in Business Administration from the University of California, Riverside.  He was the President of the City Engineer's Association of Orange County and, in addition to ASCE, is a member of APWA and ITE. He is married with two children and the family resides in North Tustin.
