Harvey Gobas

Harvey R. Gobas, P.E., M.ASCE (Member Since 1974) was born in Los Angeles, California and currently resides in Long Beach. He received his BS in Civil Engineering and MS Environmental Engineering from University of Southern California. His field specialty is Water Resources including wastewater and stormwater.


Mr. Gobas worked for the Los Angeles County Flood Control District, Boyle Engineering Corporation, Brown and Caldwell and is currently with Psomas.  He considers his most significant career achievement to be thirty five years as District Engineer of the East Orange County Water District.  His most gratifying position was to serve as the Chair of the ASCE Los Angeles County Infrastructure Report Card Committee, 2002 and 2005.


Other significant career achievements include management of several milestone projects and programs including:


  • PM of the IRWD Zone 1 Reservoir (largest steel tank in CA)

  • Long Beach Water Department Recycled Water Extension Project

  • City of LA Sunset Force Main/Pump Station Project
    Santa Monica SMURRF Project

  • Stormwater Program Manager for City of Santa Monica

  • Interim City Engineer for the City of Adelanto and Adelanto WWTP Expansion Program Manager

  • Unofficial Marketing Guru for Psomas

Mr. Gobas has continually given of his time and energy serving as President ASCE OC Branch, 1986-1987; President ASCE LA Section, 2002; ASCE Region 9 Governor, 2006-2009; Member three National ASCE Committees, 1996-2006; President APWA SoCal Chapter, 2006; Member Board of Directors CELSOC (now ACEC) LA Chapter, 1991-1993.


Mr. Gobas’ most significant lifetime achievement is being married Rhonda for 33 Years and raising two wonderful children, Melissa and Carina, while traveling the world (55+ countries, all 50 states US states and all 10 Canadian Provinces).
