Speaker: Hannah Ford, Director of Engineering, El Toro Water District
Hannah Ford is the Director of Engineering for El Toro Water District, where she leads her team in executing capital improvement projects that ensure safe and reliable water, wastewater, and recycled water services for over 50,000 customers. Prior to working for the District, Hannah served as a technical design consultant at Carollo Engineers, Inc. and Brown and Caldwell. She received her Bachelor’s degrees in Civil Engineering and French at Loyola Marymount University and Master’s in Environmental Engineering at UC Berkeley.
Synopsis:
The El Toro Regional Reservoir, known as the R-6 Reservoir, provides 275 million gallons of potable water storage. El Toro Water District (ETWD) owns and operates the reservoir; Santa Margarita Water District and Moulton Niguel Water District share capacity of the reservoir for emergency use. The reservoir was originally built in 1964 and was expanded in 2001 to meet daily peak demands and provide seasonal and emergency water storage to our South Orange County communities.
Originally installed 20 years ago, the reservoir’s previous liner and cover were made of reinforced polypropylene and reached the end of their expected useful life. ETWD installed a new cover and liner to keep the reservoir in pristine condition and preserve our Region’s water reliability. The new liner and cover is chlorosulfonated polyethylene (CSPE), a material that will lengthen the anticipated life to 30 years. The liner and cover span approximately 1,200,000 square feet each.
Construction took place over the course of approximately one year from August 2022 to October 2023. Heavy rain and construction traffic damaged the perimeter road, which required ETWD to hire an additional contractor to repair the existing asphalt following cover and liner replacement. Total project cost was approximately $26 million.
