Norm Spielman

Norman Kelth Spielman, PE was president of the Orange County Branch from October 1975 to September 1976.  He was born on October 7, 1928 in Topeka. Kansas and died April 8, 2004 In Orange. California. He came from a farming background and was the first ot his family to attend college. He excelled as a student and as an athlete.  During the Korean War he served In the Navy in the Philippines.  He married Rosemarie Smith in 1948 and upon his return from the War he obtained his Bachelor's Degree in Civil Engineering from the University of Kansas.  Later he obtained a Master of Science Degree in Civil Engineering from California State University Long Beach.


Norman had an enviabJe career while living in Orange County.  He worked In the EngIneering Department at the City of Santa Ana and later became the City Engineer for the City of Costa Mesa. In 1973 he formed the firm of Govemmental Professional Services (GPS) with Henry Mohle and Noel Thorkelson.  That firm closed in 1993 and Norman continued as a consulting engineer providing services to citIes in southern California until his death.


Norman was very active In the civil engmeering professional community and particularly in the American Society of Civil Engineers (ASCE).  He served on the ASCE National Committe'e on Student ActivitIes and became the President for the Orange County Branch in 1975. Many younger CiviI Engineers received guidance, support, and encouragement from Norman. He was generous in imparting his knowledge and professionalism to them. He was a man of integrity and his word was his bond.
