Project Description:

The Yorba Linda Town Center Project is a full-scale $7M+ renovation that adds green and sustainable technologies to a growing retail gathering space. The 10.9-acre site, with 125,000 square feet of leasable space, includes a high-end supermarket, luxury movie theater, restaurants, multi-story parking structure, and common area. After 20 years of discussing and debating, the space maintains its historic Old Town charm while introducing new opportunities for the community to relax, socialize, shop, dine, and learn.

Project Justification:

This project transformed Yorba Linda’s historic Town Center into a vibrant hub of activity and a source of community pride. The pedestrian-friendly Main Street invites more foot traffic—a boon for area businesses—while improvements to surrounding roadways and new parking have improved both safety and accessibility.

Significant road widening called for extensive permanent bio-swales within parkways. Harris & Associates weaved together a mix of sidewalk pavers, decorative streetlights, tree wells with grates, and vegetated bioretention swales—all of which add to rather than compete with the overall aesthetic. The swales are fed by curb cuts in the curb and gutter with extra treatment capacity extending under the sidewalk and a perforate pipe collection system. The passive nature of this system reduces the City’s long-term costs, requiring less maintenance than typical pre-fabricated systems. The swales and water runoff also protect the creeks and oceans downstream, a win-win for all.

Special Circumstances:

This project required various street, streetscape, drainage, utility, and grading design improvements to create a more vibrant, pedestrian-friendly, and sustainable Town Center. During the process, the City encountered a significant obstacle: California abolished redevelopment agencies, thereby eliminating a significant portion of the project funding. Undeterred, the City brokered a real estate deal with a developer, though it involved a time-consuming agreement process.

To expedite progress, Harris & Associates helped City staff develop a four-phase construction plan timed to minimize public disruptions and dovetail with the developer’s work. Harris & Associates played a significant role in several project elements, including survey mapping, roadway widening, street rehabilitation, traffic design, geotechnical engineering, storm drain design, and more.

Among the more notable innovations, Harris & Associates implemented water quality enhancements to the streets along the Town Center’s perimeter. These strategically placed bioretention sidewalk planters are designed to remove pollutants through a variety of natural physical, biological, and chemical treatment processes.
