Dave Lowe, P.E., is a registered Civil Engineer in California who recently retired from TC as their Chief Engineer. Dave has been on staff with the TCA for 18 years and previously worked as the Construction Engineering Manager for the San Joaquin Hills Toll Road. Prior to working on the toll roads, he worked with developing infrastructure for planned communities including Mission Viejo and Aliso Viejo.
