Qualification Based Selection (“QBS”) is supposed to be a process used by public agencies in California and all federal agencies for the hiring of design professionals. The idea behind QBS is to choose design professionals based on an evaluation of their unique skills, experience, and operating procedures, as opposed to selection based simply and solely on the cheapest price.
