The competition for subscribers between cable television providers and telephone companies has boiled up to the surface and has put the public’s asset, the street system (public right of way), in jeopardy.  Why is this important to Civil Engineers?  Have a new street, how would you like to see the new infrastructure get torn up and not restored to its pre-construction condition? Only local control of the public rights of way can avert such a scenario and the telephone companies are working to avoid local controls.

President's Message - WHOLE LOTTA SHAKIN’ GOING ON!

Region 9 of ASCE (i.e., California) has formed a committee charged with preparing an infrastructure report card for the state.  This will be the first such report card covering the entire state.  Leading the committee as co-chair is none other than OC Branch’s own VP, Yazdan Emrani, PE.  The unveiling of the statewide report card is set to take place in the rotunda of the capitol in Sacramento on September 27, 2006.  Governor Schwarzenegger has been invited to present the keynote address.  The report card is timed to bring the issues of the state’s neglected and inadequate infrastructure to the forefront of public attention just as campaigning for the November ballot really heats up.  As you know, there are important bond measures on the November ballot that, if passed, will provide financing for transportation, highway improvements, school construction, levee repair and affordable housing.  ASCE will be doing its part to generate support of these measures and the infrastructure report card will be an effective way of conveying our message.
