Secretary's Column - Renewal of Measure M, Part II

On November 6, 1990, Orange County voters approved Measure M, a half-cent local transportation sales tax to be collected for 20 years.  The revenue generated from Measure M has been used to fund critical freeway, road, and transit projects in Orange County.  The sales tax is set to expire in 2011 while travel throughout the County’s roads and highways is expected to increase by 39 percent by the year 2030 (OCTA Long Range Transportation Plan).  In order to address our current and future transportation needs, renewal of the half-cent sales tax is imperative.  Renewal of Measure M requires the support of a majority of the cities in Orange County and the County Board of Supervisors as a step in getting this Measure before the voters.  As of the writing of this report, cities are now taking support positions on the proposed Transportation Investment Plan for the renewal of Measure M. By the end of June, a majority support is expected.  That milestone will then allow the County Board of Supervisors to schedule the Measure M renewal for a vote at the November 7, 2006, election at which time the Measure must garner a two-thirds majority vote in order to pass.

These are great words of wisdom spoken by an American leader who was a source of inspiration and hope for many during a time in the 20th century when doubt and pessimism abounded.  Back then, Mr. Roosevelt helped lead our nation through a period of unprecedented economic despair succeeded by a war of worldwide magnitude.  Out of this, we emerged as a world powerhouse, in economic terms as well as militarily. Mr. Roosevelt’s words are timeless, as applicable today as they were some 70 years ago.  And they are as applicable us as individuals as they are to us collectively.  At times we may think that the world’s, our society’s, or our own individual problems are overwhelming.  That’s when we should reflect back these great words of wisdom, and take positive action.
