Secretary's Column - Design with Maintenance in Mind

Civil Engineers are almost always involved with the design of improvements that include public facilities, often referred to generically as Public Works.  The designs of these improvements are also almost always based upon, in part, an agency’s standard plans. When complying with these standard plans, the design engineer can usually expect that the design will be approved.  Once constructed, the improvements are transferred to the public agency’s maintenance department for routine maintenance.  At this point, after all the construction is complete, the maintenance department can become responsible for a quality improvement or be saddled with a problem that requires some form of reconstruction or a frequency of maintenance that is at a higher cost than the general maintenance costs for similar facilities.  The design Civil Engineer should seek to avoid public works maintenance problems that may result from a “standard design”.
