Nominations 2016-2017

OC Branch Officers


Josue Vaglienty has over 12 years of experience in Transportation/Public Works and currently works at HNTB. He earned a BS in Civil Engineering from Cal Poly, San Luis Obispo and is a registered Professional Civil Engineer in both California and Utah. He currently serves as Project Manager for various projects including clients such as Caltrans, OCTA, RCTD, and other public agencies/municipalities. He has been active in ASCE Orange County since 2006 where he began his service as the Community Service Chair with ASCE OC Younger Member Forum (YMF). After serving as YMF President, he transitioned into the roles of Programs Chair / Golf Tournament Co-Chair for the ASCE OC Branch, where he has been serving for the last two years. He is also involved in Women’s Transportation Seminar (WTS) Orange County where he is a mentor to younger civil engineers. Josue was the 2011 recipient of the ASCE Orange County Younger Member of the Year Award.

Vice President

Jeff Braun, PE, PMP, with ENGEO Incorporated has over 17 years of experience.  His geotechnical experience includes design and construction support for large scale land development, residential developments, and urban infill mixed-use sites; seismic hazard mitigation for new and existing structures; retaining wall design; and levee design.  He retired from the Army after serving as an Engineer Officer where he had the opportunity to serve around the world and manage projects in support of the U.S, allies, and local governments.  Jeff holds a Bachelor of Science Degree in Civil Engineering from the United States Military Academy at West Point, a Masters in Engineering Management from Missouri University of Science and Technology, and a Masters of Engineering in Geotechnical Engineering from the University of California – Berkeley.  He has participated in ASCE throughout his career and is currently chairs the Continuing Education Committee.  He is a member of the Society of American Military Engineers and is involved with the American Council of Engineering Companies and the Building Industry Association.


Ramesh Gupta has more than 40 years of consulting and research experience in the field of civil engineering. He received his Bachelors in Science (BS) and Masters in Science (MS) degrees in Civil Engineering from Punjab University, Chandigarh, Punjab. He received his Ph.D in Civil Engineering from the University of Connecticut, Storrs, Connecticut. Currently, he is working for Stantec Consulting Services Inc. in Irvine, CA. He has extensive experience in supervising and coordinating engineering and design groups for all sizes of projects, as well as in-depth experience in coordinating the work effort to ensure completion of projects on time, within budget, and to clients' satisfaction. Mr. Gupta also has experience preparing annual budgets and monitoring expenditures, and coordinating projects with subconsultants and governing agencies. He has participated in ASCE activities throughout his professional career. As a member of ASCE Orange County, he will devote his efforts to further goals and objectives of the civil engineering profession and serve fellow members. Currently, Ramesh is serving as Secretary of the ASCE OC Branch and he is a life member of ASCE.


Elizabeth Ruedas, EIT, CSI, ENV SP is a Design Engineer with CNC Engineering where she has assisted in the design and review of improvement projects within and around the City of Industry. She has also assisted in the development and implementation of a new industrial stormwater program and has coordinated hundreds of inspections to ensure compliance. Elizabeth earned her Bachelor of Science in Civil Engineering from the University of California, Irvine. Shortly after graduation, she became an active member of various professional organizations, including ASCE and Soroptimist. Elizabeth’s national recognition for her achievements within the civil engineering profession include being named one of the ASCE 2016 New Faces of Civil Engineering and an ASCE State Advocacy Captain. Locally, she is the current ASCE OC Social Committee Chair, ASCE OC Webmaster, and ASCE OC YMF Secretary. Elizabeth was also the recepient of the 2015 ASCE OC President’s Award and the 2015 ASCE OC YMF Vice President’s Award.
