PRESIDENT: Tapas Dutta is a registered Civil Engineer with over 20 years experience. Currently he is an Engineering Manager with STV Incorporated in Irvine. He has previously worked for other private firms as well as for Caltrans. His areas of expertise include planning and design of roadways and highways and traffic engineering. He holds a MS in Civil Engineering from Virginia Tech and a BS in Civil Engineering from Jadavpur University in Calcutta, India. He has been an active ASCE member since his graduate school days. He has been a ASCE OC Board Member since 2009, currently serving as the Vice President. He is a member of the ASCE Region 9 Transportation Infrastructure Committee and a member of the ASCE OC Government Affairs Committee. He has three peer-reviewed technical publications, one of them in an ASCE journal.
VICE PRESIDENT: Penny Lew, P.E. is with OC Public Works in the Flood Control Section where she has been the last 9 years. She completed many Capital Improvement projects throughout Orange County while in the Design unit and has been with the Programs unit where she responsibilities include flood administration including CIIP budget, preparing project studies, and overseeing plan reviews for permits. Previously, she was a Project Manager at Norris Repke working on various road, parks, and utilities projects. Penny was a Project Engineer at the Metropolitan Water District where she worked on the design for many Capital Improvement projects including some within Diamond Valley Lake and a segment of the Inland Feeder. She joined the private sector prior to graduation and had worked for several years in land development for firms in Los Angeles. She served as the OC branch secretary last year and is currently Branch treasurer.
TREASURER: Gary Gilbert, PE, GE, with Diaz Yourman & Associates has over 15 years of experience. His geotechnical experience includes a wide variety of projects including port facilities, airports, commercial centers, and bridges. He holds a Bachelor and Masters from California State University at Long Beach and is a registered Civil Engineer and Geotechnical Engineer in the state of California. He was the ASCE Los Angeles Section Treasurer from 2010-2012 and is currently serving as the secretary for the Orange County Branch of ASCE. Gary is also involved with the Engineers without Borders Orange County professional chapter Honduras project. In the recent past, he has been involved with the Younger Member Forum, and several committees at the Orange County branch including legislative, history and heritage, student activities, and K-12 outreach.
SECRETARY: Cindy Miller is a registered Civil Engineer with more than 17 years of experience. Ms. Miller earned her Bachelor of Science degree in Civil Engineering from the University of California, Irvine. Shortly after graduation she began her career with RBF Consulting, a company of Michael Baker Corporation, where she currently serves as Vice President, Water Resources Engineering. During her tenure with the firm she has been responsible for the successful delivery of multi-million dollar water supply and delivery facilities, including projects involving state-of-the-art treatment and processes. Ms. Miller is actively involved in the engineering profession and presently serves as Committee Chair, ASCE Orange County Chapter. She was the recipient of the 2011 Engineer of Merit Award, from ASCE Orange County. She is also a member of the Orange County Water Association and American Waterworks Association. Ms. Miller previously served as President of the University of California, Irvine, Civil and Environmental Engineering Affiliates.
