Burris Pump Station Project, Phase 1

Project Description:

The Burris Pump Station Project, Phase 1 is the first phase of a two-phase project that will replace the existing Burris Pump Station located in Burris Basin in the City of Anaheim, CA.  Phase 1 of the Burris Pump Station Project consisted of constructing a 45-foot tall earthen coffer dam to encircle the new pump station site by moving approximately 130,000 cubic yards (cy) of dirt within Burris Basin over 3 months.  The new pump station will be constructed next to the existing pump station, and the existing pump station will be demolished once the new pump station is complete.  The coffer dam constructed in Phase 1 will allow the new pump station to be constructed while minimizing disruption to the aquatic habitat in the basin, allowing nesting birds to use the bird island during nesting season, and allowing OCWD to continue to capture and pump 400 acre-feet of storm water flows from the Santa Ana River per day to the Santiago Basins for recharge into Orange County’s groundwater aquifer.

Project Justification:

The Burris Pump Station is located in the Burris Basin at the southern end of the Orange County Water District (OCWD) Off-River System along the Santa Ana River.  The Orange County Water District diverts Santa Ana River water into Burris Basin and the Burris Pump Station moves up to 400 Acre-Feet (AF) per day of this water to the Santiago Basins for recharge into Orange County’s groundwater aquifer.  To put this into perspective, 400 AF of water is enough water for 800 families of 4 for an entire year.  In addition to water conservation, the Burris Basin provides 125 acres of habitat for water-associated bird species, including the federally and state endangered California Least Terns, Sterna antillarum browni, and a species considered sensitive by the state, the Forster’s Tern, Sterna forsteri.  The use of this basin, specifically the bird island, by these species heightens the importance of this site. 
The existing Burris Pump Station is antiquated and has reached the end of its useful life, hence the need to construct a new pump station.  With the drought in California, it is more important than ever that OCWD keeps the existing pump station functional to continue capturing and recharging as much of the Santa Ana River water as possible.  OCWD also has a responsibility to maintain the beneficial uses the basin provides to the many aquatic species and seabirds that use the basin for habitat and nesting.  In order to accomplish this, OCWD divided the project into two phases.  Phase 1 construction included building an earthen coffer dam around the site of the new pump station.  This work was performed after the nesting season ended, during the dry season when the water level could be lowered for construction.  Constructing the new pump station will be the second phase of the project, with the existing pump station remaining in service until the new pump station is completed.
Coordinating construction of the new pump station while Burris Basin and the existing Burris Pump Station remain functional was not a small task.  The new pump station is a large structure with an overall height of 100 feet and a wet well that will be 70 feet in diameter.  The coffer dam constructed as part of this project utilized 130,000 cy of soil excavated from the basin and created a work area that is 2.7 acres in size and 40 feet below the basin’s high water elevation.  Burris Pump Station Project Phase 1 construction will allow the work on the new pump station to proceed without disrupting seabird nesting habitat or interrupting groundwater recharge operations.

Special Circumstances:

The Burris Pump Station Project, Phase 1 required extensive coordination between the Engineering, Recharge Operations and Natural Resources departments within OCWD.  In addition, because this project was entirely contained in a wetted basin that provides habitat for many aquatic and seabird species, OCWD also worked closely with the Army Corps of Engineers, Department of Fish and Wildlife, California Region Water Quality Control Board, Orange County Department of Public Works, and Orange County Flood Control to create a coffer dam that assured construction met all of the environmental and legal requirements.  The coffer dam created a work area that is 40 feet below the basin’s high water elevation.  This allows the work on the new pump station to proceed without disrupting seabird nesting habitat and allows OCWD to continue to collect and move up to 400 Acre-Feet (AF) of Santa Ana River water daily to the Santiago Basins for percolation into Orange County’s groundwater aquifer.

Project Attachments:

The Burris Pump Station and Burris Basin facilities are essential to water sustainability in Orange County.  These two facilities make it possible to divert and recharge enough water for over 100,000 families of 4 into Orange County’s underground aquifer every year.  This is water that would be lost to the ocean during construction of the new Burris Pump Station without the coffer dam constructed with the Burris Pump Station Project, Phase 1.
