Experience:

Steve began his career with Contra Costa County in the San Francisco east bay in 1968.  He is a graduate of Cal State Long Beach and holds
Professional Registration as a Civil Engineer and Quality Engineer in the State of California.

Steve has spent his 44 year career studying and evaluating over 15,000 lane miles of roadways throughout the Western United States, working to develop cost effective methods of pavement rehabilitation and restoration.  Over 4 decades of pavement engineering have also included countless airfield pavement designs and rehabilitation plans combined with the unique challenges presented in places such as the oil fields of Peru, the off-shore drilling platforms of Alaska and the runways and taxiways of Diego Garcia in the Indian Ocean. 

Steve oversees operations of the LMI laboratory providing sampling and testing of roadway, aggregate and subgrade materials, soil stabilization design and evaluation, pavement design, rehabilitation design for existing pavement systems and complete investigations of material and/or design caused pavement failures. 

Steve has served the civil engineering community as President of the Orange County Branch of ASCE, President of the Los Angeles Section of ASCE, President of the Orange County Engineers Club and President of the California Council of the California Society of Civil Engineers.  Steve has served on the National ASCE Committee on Government Affairs and as Chair of the National ASCE Technical Activities Committee.

Steve is active in the American Public Works Association, having served as the Membership Chair and recently Chairing the Exhibit Subcommittee for the 2012 APWA Congress in Anaheim.  Steve is currently serving as Vice President of the Southern California Chapter of APWA.

Steve has served also served ASCE over the past 4 decades providing numerous educational seminars focusing of pavement design, asphalt concrete materials, mix design and pavement history.  He has served on both the Orange County Branch and Los Angeles Section History and Heritage Committees and served as a judge for several Pacific Southwest Conferences, the High School Popsicle Stick Bridge competitions

Suggested Award Summary:

Steve has spent his 45 year career studying the performance of over 25,000 lane miles of pavements exposed to the combined effects of cumulative wheel loading and the environment.  Unique pavement engineering challenges have included evaluating the impacts of moving large loads across southern California roadways such as the recent ‘Rock’ moved to the Los Angeles County Museum of Art and the decommissioned generators moved from the San Onofre Nuclear Generating Station.

He has shared his knowledge of pavement performance thru teaching specialized pavement design classes at colleges and universities throughout Southern California and a mixture of seminars, conferences and professional gatherings sponsored by the ASCE, APWA, Asphalt Pavement Association, League of California Cities and California Chip Seal Association.  He has balanced his career with family and growth of the engineering consulting firm LaBelle Marvin. 

Steve has served ASCE as President of the Orange County Branch, the Los Angeles Section and the California Society of Civil Engineers.  He served on the ASCE Committees for the National Conferences held in Anaheim and more recently in Los Angeles.  Steve also served on the ASCE National Government Affairs Committee and as Chairman of the ASCE National Technical Activities Committee.  He is presently serving as Vice President of the Southern California American Public Works Association. 

During his career he has taken time to navigate a 1932 Chevrolet from Norfolk Virginia to Spokane Washington with his wife Carla and sons Brett and Griffin, winning the Sportsman Division of the Great American Race and continues to participate in vintage automobile racing as a mechanic.  When not working as a Civil Engineer, Steve has served as President of two Rotary Clubs raising funds and working to improve the lives and health of people throughout the world.
