It is with a great pleasure to nominate the C05 Levee Fortification Project and the “Parkside Estates Development Project” for the Project Award of the Year, for the Orange County Branch based on its outstanding Civil Engineering performance through the Design and Construction of Levee Structures.

The East Garden Grove Wintersburg Channel (C05) Levee Fortification Project

Project Location:

The East Garden Grove Wintersburg Channel (C05) Levee Fortification Project is located within Orange County Unincorporated Territory, the City of Huntington Beach and Bolsa Chica Ecological Reservation and Wetlands.

Project Description:

The “Parkside Estates” Project is a land development project with approximately 116 residential units requiring the design and construction of two different types of levees along the East Garden Grove - Wintersburg Channel (C05), known as the C05 Fortification Project. The project included a soil cement mix column along the existing north levee of the East Garden Grove - Wintersburg C05 Channel in order to reinforce the existing levee and increase the capacity of the channel, allowing for the construction of the Parkside Estates Development.  The Levee Fortification Project also included the Vegetated Soil Protection Feature Levee (VSPF), a sea wall for the 100 year storms and protection against tsunamis. Both levees were designed for a Class A Off-Road Bikeways and Trails.
In addition, the project included a couple of Natural Treatment Basins and a set aside wetlands restoration areas. Included in the design, is a Marine Grade Sheet Piles Design and a SS Reinforced Concrete Box storm drain (9’ x 10’) under the East Garden Grove - Wintersburg C05 Channel. Additional features included the addition of 2 Pumps to the City of Huntington Beach Slater Pump Station.
Orange County Flood Control District will be responsible for the operation and maintenance of the levees, while the City of Huntington Beach will provide the operation and maintenance of the drainage systems.

Project Justification:

The C05 Levee Fortification Project stands out among others due to the high level of complexity of the environmental permitting and exceptional flood control, civil and structural designs for the levees.
The environmental permitting included permits from the Coastal Commission, Federal Emergency Management Agency (FEMA/LOMAR Application approved Revision 12-17-2020 ) , the City of Huntington Beach and Orange County’s OC Parks and Department of Public Works, (O & M and Flood Control District). Coordination with the California State Lands Commission (Land Management Division), Department of Fish and Wild Life and the US Army Corps of Engineers were also required.

In addition, outstanding flood control, civil and structural designs were performed for the north levee fortification and the VFPF levee or sea wall considering earthquakes faults, liquefaction, tsunamis, buoyancy forces and corrosion prevention alternatives and requirements. Development of standards and requirements were required for sheet piles and steel bars reinforcement (A690 & ASTM 8955 resp. Marine Grade). The constructions of the levees were very successful since they were completed on time with a very difficult schedule and within budget, meeting the storm season deadlines and requirements.

The project will provide additional flood protection from the 100 year-storms and protection against tsunamis to over 3,000 residences.

Special Circumstances:

The C05 Levee Fortification Project required extensive coordination between the City of Huntington, Orange County Departments, Shea Homes Developments and Hunsaker & Associates (Irvine).

In addition, the project provides a bike and hiking trails overlooking Bolsa Chica Wetlands and portions of the Pacific Coast; and provides additional Areas for Environmental Protection, Parks and Recreation.

The ASCE should recognize the East Garden Grove Wintersburg Channel (C05) Levee Fortification Project for its exemplary contribution to the image of Civil Engineers here in Orange County, based on the levee improvements and structure designs through Civil Engineering, including project design and complexity, challenges, benefits to the community, compliance with existing and new regulations, and more importantly improving the engineering requirements and standards in order to design and construct better Flood Control Structures. Orange County and Hunsaker & Associates excellent professional approach allowed for the implementation of Outstanding Civil Engineering Applications, improving existing standards, in order to achieve Brilliant Engineering Solutions for Flood Control Protection.

The Parkside Estates Project allowed for the success of a design and construction project, involving structural and civil engineering, where engineering and innovation are improving existing structure standards and requirements in the design of levees, here in Orange County, California.

Project Attachments:

4) Environmental Engineering Project and Geotechnical Project-  In addition to securing a California Coastal Commission Permit, the project included a State of the Art Natural Treatment System, a brief description of the NTS is as follows:

A) The Parkside Estates Natural Treatment Systems (NTS) is located within the City of Huntington Beach (City) near the Bolsa Chica lowlands area of Orange County.
B)The NTS is situated in the southern portion of the approximately 50-acre Parkside Estates property and will be surrounded by the East Garden Grove- Wintersburg Channel (EGGWC) to the southeast, (CP) wetlands to the southwest, Environmental Protection Agency (EPA) wetlands to the north and the Parkside Estates development (the project) to the northeast.
C) The NTS will be supplied by water pumped from the Slater Pump Station forebay (Slater Forebay; located across the EGGWC from the Parkside Estates property.
D) The Slater Forebay collects flows from a 2,935-acre service area that includes
    1) the surrounding Slater drainage areas,
    2) the Cabo del Mar condominium complex and adjacent bluffs,
    3) the Graham drainage area, and
    4) the Parkside Estates development.

Normal facility operation will first treat pumped flows with a Contech Continuous Deflective Separation (CDS) hydrodynamic separator (CDS unit) to remove trash, coarse sediment and debris prior to discharge into the NTS. Discharge from the NTS will be controlled with flow diversion structures to either the EGGWC or the CP and EPA wetlands as needed.

5) Flood Management Project- The East Garden Grove Wintersburg Channel (C05) Levee Fortification Project included a Federal Emergency Management Application (FEMA) Letter of Map Revision Application (LOMAR) approved Revision on 12-17-2020, which reduces the flooding potential and floodplain for areas located between the 405 Freeway and Bolsa Chica Ecological Reserve, affecting and protecting over 3,000 Residences.
 
6) Structural Engineering Project- Excellent Structural Applications allowed for the requirements of the Design and Construction of the 9 ft x 10 ft RC Box under the C05 Channel, considering Buoyancy, Seepage and Hydro-Static Forces interfacing the North and South, Marine Grade, Sheet Piles Levees.

7) Land Development Project- The Design and Construction of the C05 Levee Fortification Project, which includes two different types of levees, allowed for the Design and Construction of 116 Residents Land Development Project adjacent to one of the most pristine and protected areas in Southern California,  Bolsa Chica State Marine Conservation and Ecological Reserve.
