At various Routes and at Caltrans Operation Center of District 12 Transportation Management Center (TMC) in Orange County.

Project Description:

Install ITS equipment in the TMS cabinets located in the field and upgrade network equipment located at District 12 TMC, field hubs and various field cabinets in Orange County freeways. Upgrade existing fiber optic communication
system, PTZ analog, CCTVs to HD CCTV’s and provide IP network services. Upgrade existing Audio-Visual (AV) system and Video Wall in Caltrans Operation Center of District 12 Transportation Management Center (TMC) in Orange County.

Project Justification:

The combined ITS projects has provided Caltrans with the following improvements:

Upgraded the Caltrans district communications network to 10Gig to accommodate the current and future ITS needs, including data and video, 
Improved network quality by improving the fiber optic communication system and providing IP network services,
Upgraded all older model CCTVs to the latest technology and provided new format and improved the TMC floor operator’s ability to provide better interactive video feeds. 
Upgraded existing Audio-Visual (AV) system and Video Wall in Caltrans Operation Center of District 12 Transportation Management Center (TMC) in Orange County. 

Collectively these cost-effective technology improvements helped to provide innovative and integrated services to better monitor and manage traffic, reduce congestion, improve safety and mobility, and increase the efficiency of existing transportation infrastructure by enabling the end users and decision makers to make informed decisions. 

The Technology projects are challenging to develop and deliver. The collective efforts of the entire project team (Caltrans District and Headquarter team, as well as consultants and contractors) was a great example of how collaboration, and teamwork created an opportunity to identify and implement innovative solutions by overcoming challenges and delivering multiple successful ITS projects within scope, schedule, and budget. 

 

Special Circumstances:

The task of coordinating activities between two contractors to assure a successful end results was among the most challenging tasks.  This was addressed by utilizing innovative construction management strategies, collaborations, cooperation and strategic partnership among team members including Caltrans, consultants and contractors. 
Keeping up with the rapid pace of technology innovations during the project development phases while having to meet the committed scope, schedule and budget was a challenging task.
The technology projects require a creative way of integrating various components and assuring the overall success of the end results.  As such, there was a need for a creative way of testing individual project components as well as the overall project as a whole.  with the entire Caltrans team (divisions of Traffic Operations, Design and Construction) worked together to develop a comprehensive acceptance test plan (ATP) which ultimately became the D12 gold standard ATP for future projects.
During the construction phase, there were needs to make changes to the system designs and resolve issues as they arise.  The team of Caltrans, consultants and contractors worked closely to deal with issues, remove obstacles and assure Caltrans gets the right services and deliverables.
The team learned and adopted the USDOT recommended system engineering process which emphasizes on the details during the planning phases of the project to minimize the risks during the project development and deployment.
The project team learned that DPAC and IT policies and regulations should be streamlined to provide more efficiency on procuring ITS related service contracts. The low bid procurement could result in selecting a contractor with limited experience and increasing the project delivery risks.
