West Orange County Water Board Feeder No. 2 Relocation

Springdale Street, Mahogany Avenue, Willow Lane, and Westminster Boulevard in the City of Westminster

Project Description:

The West Orange County Water Board Feeder No. 2 had to be relocated where it crossed the Caltrans right-of-way due to the widening of the Westminster Boulevard overpass. The relocated 30-inch CML&TC water transmission main is located within a residential neighborhood in Mahogany Avenue and crosses the Interstate 405 Freeway to the freeway offramp in Willow Lane. The 345 linear foot portion beneath the freeway was constructed via microtunneling within a 42-inch steel casing. There was extensive coordination required between Caltrans and OCTA to relocate this vital facility.

Project Justification:

The 30-inch water transmission main is a vital water facility for the member agencies of the West Orange County Water Board. Its relocation was prompted by the widening of the Interstate 405 Freeway and the associated bridge overpasses. The construction schedule for the freeway accelerated both the design and relocation of the water main. It also required extensive coordination with Caltrans to permit the microtunnel beneath the freeway and the closure of the offramp for the relocation. Ground surface settlement monitoring on the freeway for the microtunnel was completed using a reflectorless method with automatic total stations which provided real time information.
