Project Description:

Laguna Beach Festival of Arts celebrated its 85th anniversary this past summer in a newly renovated outdoor event venue which opened in July 2017. The Festival of Arts Board of Directors commissioned Bauer Architects with Fuscoe Engineering (civil engineer of record) and Spurlock Poirier (landscape architect) to design a new and inviting facility on the 1.3-acre grounds. The multi-million-dollar renovation called for demolition of the existing grounds, 31,774 square feet in total, and had to be constructed within an aggressive 9-month schedule beginning October 1, 2016 and completed in time for the annual summer art exhibit.

Project Justification:

The Laguna Beach Festival of Arts is an iconic Orange County cultural landmark which is internationally renowned. Thousands visit the Festival of Arts to enjoy its Pageant of the Masters and meander through art exhibits and crafts offered by local artisans.

The reimagined grounds feature new exhibit spaces with tensile roof pavilions, gift shop, Junior Art Exhibit, theatre sound-stage with a large seating area bordered by an amphitheatre seat wall, areas for art demonstrations and classes, expanded restrooms and wider pathways that meet ADA regulations. The project also incorporates progressive sustainability features, including storm water bio-retention, LED lighting, day lighting and natural ventilation, as well as renewable and recycled materials.

As the civil engineer of record, Fuscoe Engineering provided significant services for this major renovation project, including:

• Demolition
• Precise grading and paving plans
• Private sewer and water plan
• Erosion control plan
• Water Quality Management Plan (WQMP)
• Storm Water Pollution Prevention Plan (SWPPP)
• City processing
• Construction encroachment permit
• Grounds survey story pole engineering and documentation
• Construction phase oversight

Fuscoe Engineering is proud to be associated with this iconic outdoor art venue. The site was completely modernized with a contemporary feel and inviting public spaces that will be enjoyed for many years to come.

Special Circumstances:

SPECIAL RELATIONSHIPS: 
Fuscoe Engineering was initially retained to work on the façade and street improvements in Phase 1 and subsequently retained for the Phase 2 Grounds Renovation. Over the course of both phases, Fuscoe Engineering was a key liaison and provided intensive coordination between owner, agency and consultant stakeholders.

OBSTACLES OVERCOME:
The Laguna Beach Festival of Arts Renovation posed a number of unique challenges:

• This project entailed a major transformation, with complete grounds demolition
• Once demolition began, aged waterline connections were discovered and required installation of a new potable waterline
• The infrastructure and existing utilities were outdated and needed to be brought up to current code regulations
• As an infill site with tight constraints, this project required precision engineering design
• Due to its proximity to the ocean, the site had stringent water quality requirements. The project’s storm water runoff was mitigated by pervious concrete bands, diverting rainwater to the canyon subgrade
• The project schedule was met, despite the wettest Southern California winter in recent memory
