PROJECT EXPERIENCE

Transportation Projects

 City of Los Angeles. Construction Management Support Services for the construction of the seismic strengthening of the existing historic North Spring Street Bridge over the Los Angeles River and construction of a new concrete double arch structure to enable widening of the bridge.  Per the requirements of the State Office of Historic Preservation, the new structure had to be visibly different than yet similar to the existing double arch structure.

 Los Angeles Metropolitan Transportation Authority. Quality Assurance oversight of the design phase of the design/build Orange Line (dedicated bus way) Extension Project.  California Transportation Foundation 2012 Large Transit Project of the Year Award.  Western Council of Construction Consumers 2013 Exceptional Project Award Winner. American Public Works Association Southern California Chapter 2013 Project of the Year Award Winner.  ASCE Region 9 2013 Transportation Project of the Year Award Winner.

 City of Los Angeles. Construction Management Support Services for the construction of the seismic strengthening of the Fletcher Drive Bridge over the Los Angeles River.

 City of Rialto. Construction Management Services for the construction of a one mile extension of Pepper Avenue through a tributary wash to Lytle Creek.  The construction took place in an area which contained both endangered plant and animal species and required special restrictions during construction.

 City of Los Angeles. Construction Management Support Services for the construction of the widening of the Overland Avenue Bridge over the Santa Monica (I-10) freeway.

 City of Culver City. Construction Management Services for the construction of a major street widening on Sepulveda Boulevard from Playa Street / Jefferson Boulevard to Green Valley Circle.  Sepulveda Boulevard is a major corridor with an average traffic count of 50,000 vehicles which parallels the 405 Freeway through Culver City and is an alternate route taken by many commuters to access Los Angeles International Airport.  This project was constructed to alleviate an existing bottle-neck and provide for a third southbound lane within the existing right-of-way.  A portion of the project fell under the City of Los Angeles and Caltrans jurisdiction while the rest was within the City of Culver City.

 City of Los Angeles. Construction Management Support Services for the construction of the seismic strengthening of the North Main Street Bridge over the Los Angeles River.

 City of La Mirada. Construction Management Services for the construction of a major rehabilitation of the heavily used Alondra Boulevard / Valley View Street intersection.  The work included reconstructing turn pockets, a median, decorative cross walks, and curb and gutter along with replacing pavement in the intersection.

 City of Los Angeles. Construction Management Support Services for the construction of the widening of the Vanowen Street Bridge over the Los Angeles River.

 City of Los Angeles. Construction Management Support Services for the construction of sidewalk art enhancements to the Los Angeles Street and Main Street Bridges over the Hollywood (SR-101) freeway.

Park / Recreation Projects

 City of Long Beach. Construction Management Services for the construction of a temporary “Olympic” standard swimming pool to serve in the interim while a new swimming pool complex is designed and constructed to replace the existing Belmont Pool Complex. American Public Works Association Southern California Chapter 2014 Project of the Year Award Winner.

 City of Long Beach. Construction Management Services for the construction of the renovation of Chittick Field.  Chittick Field, a 19 acres storm water retention basin for the County of Los Angeles is being renovated to include an “Olympic” standard track and field venue and a new low flow water collection and pumping system.

 City of Fountain Valley. Program Management Services for the design and construction of the renovation of the existing 50 acre Fountain Valley Recreation Center and expansion to 76 acres resulting in 14 youth and adult ball fields, 4 soccer fields, a utility field, tennis facilities, outdoor basketball courts, an outdoor entertainment area, indoor basketball and racquetball facilities, picnicking areas, and miles of natural and concrete walking and jogging paths.  The new sports complex and park is able to accommodate thousands of users at one time.  Western Council of Construction Consumers 2009 Exceptional Project Award Winner.  American Society of Civil Engineer Orange County Branch 2010 Project Achievement Award Winner. 

 City of Rolling Hills Estates. Program Management Services for the construction of improvements to the City owned Peter Weber Equestrian Center.  The improvements include construction of a new 24 stall barn, a fire access road, and new wet utilities to service the whole facility.  In addition the two major riding rinks are being reconstructed along with constructing two significant bio-swales resulting in a state-of-the-art facility when it comes to water quality. 

 City of Tustin. Construction Management Services for the construction of the new 17 acre Citrus Ranch Park which incorporates into and preserves an existing citrus grove.  The passive park includes an access road, parking, a tot lot, picnic areas, a restroom facility, a nature trail through the park, and a viewing pavilion on top of a central hill on which the citrus grove is located.  Western Council of Construction Consumers 2010 Distinguished Project Award Winner.  Orange County Engineering Council 2011 Project Achievement Award Winner. 

 City of Covina. Design and Construction Management Services for the construction of the renovation of the downtown 1 acre Heritage Park.  This existing 1 acre turfed and treed area with shade structure was completely demolished except for eleven, large specimen tress.  The renovated park includes: a large paved plaza area which hosts a weekly farmers market, a children’s play area, a restroom structure with produce wash sinks, a pony ride corral, a large stage which is used for an annual music festival, and meandering paved paths with scattered bench seating.

 City of Placentia. Construction Management Services for renovation (new restroom building) and athletic facilities expansion (new basketball and volleyball courts) of Kraemer Memorial Park.

Building Projects

 City of San Clemente. Construction Management Services for the construction of the new combined 16,000 square foot, two-story Fire Station and Senior Center constructed within a single building.  The living quarters for the Fire Station are located above the Senior Center.  The shared facilities are located on an approximately 0.75 acre parcel located in Downtown San Clemente. 

 City of Seal Beach. Construction Management Services for the construction of the new City Fire Station.  This facility replaced an older structure that was demolished prior to construction of this new facility.  This new 12,000 square foot facility serves as the City’s backup Emergency Operations Center and was designed to complement the “craftsman style” of the surrounding beach community. Western Council of Construction Consumers 2010 Distinguished Project Award Winner.

 City of Lynwood. Construction Management Services for the construction of a new 3-story, 30,000 sf City Hall Annex.

 City of Covina. Design and Construction Management Services for the demolition of a downtown City square block for preparation for the construction of a redevelopment mixed-use (commercial, retail, and residential) project (Citrus Walk).

 City of Placentia. Construction Management Services for renovation of the Edwin T. Powell Building, the City’s original Historic Library, which now serves as the City’s Senior Center.

 City of San Clemente. Construction Management Services for the construction of the new Talega Fire Station. Western Council of Construction Consumers 2007 Exceptional Project Award Winner.

 City of Orange. Program Management Services for the design and construction of a new Fire Headquarters that also houses Fire Station 1 and the City’s new emergency operations center.

City of Riverside. Program Management Services for the design and construction of the conversion of a “Costco” warehouse store into the City’s new Magnolia Police Station.  Western Council of Construction Consumers 2007 Exceptional Project Award Winner.

 City of Rancho Cucamonga. Program Management Services for the design and construction of a third floor addition with a state-of-the-art emergency operations center.  to and the renovation of the existing two story Police Headquarters. Western Council of Construction Consumers 2006 Exceptional Project Award Winner.

 City of Long Beach.  Program Management Services for the design and construction of seismic upgrades and complete renovation of the Public Safety Building which serves as the City Police Headquarters and Jail.  During this complete gutting of this six-story building, the two story jail portion was maintained 100% operable.  Construction Management Association of America Southern California Chapter 2005 Project of the Year Award Winner.

 City of Placentia. Construction Management Services for renovation of the City Hall Lobby and City Council Public Restrooms.

 City of Placentia. Construction Management Services for gutting and remodeling of the Gomez Park Community Center.

 Orange County Fire Authority. Program Management Services for the design and construction of seismic upgrades and renovations to 20 fire stations of varying vintages and types of construction.

 Orange County Fire Authority. Construction Management Services for the complete renovation (90 percent of original structure was demolished) of Fire Station 22, OCFA’s busiest station and the eighth busiest fire station in the nation.

 Orange County Fire Authority. Program Management Services for the design and construction of replacement stations for Fire Stations 19 and 29.

 Orange County Fire Authority. Construction Management Services for the construction of a replacement station for Fire Station 39.

 City of Placentia. Program Management Services for renovation and seismic upgrades to the City Hall, the City Library, the City Garage and two City fire stations (OCFA Fire Stations 34 & 35).

 City of Orange. Program Management Services for the design and construction of renovation and seismic upgrades to the City Hall, the Fire Department Headquarters and Vehicle Maintenance Building and Warehouse.

 City of Riverside. Program Management Services for the design and construction of a sound enclosure building for the Tequesquite Landfill Gas Extraction and Treatment Facility.

 City of Rancho Cucamonga. Program Management Services for the design and construction of seismic upgrades and renovations to the Civic Center/City Hall.

 City of Upland. Program Management Services for the design and construction of the conversion of the City’s old city hall into a new state-of-the-art emergency operations center.  This conversion entails seismic retrofits and architectural renovations while preserving the historic fabric of this historic “art-deco” City Hall.

 City of Upland. Program Management Services for the design and construction of seismic retrofits and architectural restorations of the City’s original fire station constructed in 1919.

 County of Orange. Program Management Services for the design and construction of a major addition to and the renovation of the existing Orange County Public Law Library.

 Foothill Transit. Construction Management Services for the construction of a new Operations and Maintenance Facility in Irwindale.  This facility is one of two facilities in Foothill’s system designed to service its fleet of buses.  Western Council of Construction Consumers 2003 Outstanding Project Award Winner.

 Orange County Water District. Program Management Services for the design and construction of seismic upgrades and renovations of to nine OCWD buildings including the Administration Building, Laboratory Building, Warehouse, Field Headquarters Building, Chemical Treatment Building, Field Administration Building, Chlorine Storage Building, Blending Reservoir Building, and the Burris Pit Pump Station.

 Boeing Rocketdyne Division. Design/Build Services for Seismic and architectural upgrade of Rocketdyne’s Headquarters Building.  This building contained the Space Shuttle engine control room.  This control room needed to be maintained fully operational will the surrounding 100% of this building interior was demolished and re-built.  Two successful Space Shuttle launches occurred during the project’s construction period.

 County of Los Angeles. Design services for the post-earthquake assessment of all County of Los Angeles’ Health Facilities after the 1994 Northridge Earthquake.

 United States Postal Service. Design services for the post-earthquake assessment of 125 USPS facilities after the 1994 Northridge Earthquake.

Process Facility Projects

 Chevron USA Products Company. Design/Build services for a new Blending and Shipping Control Building at the Torrance Refinery.

 Chevron USA Products Company.  Design/Build services for a new Fluid Catalytic Cracker Control Building at the Torrance Refinery.

 Uyemura International Corporation. Design/Build services for the expansion of a Chemical Blending Facility
Hill Air Force Base. Design/Build services for a major upgrade to the base’s Industrial Waste Treatment Plant
McDonnell Douglas Corporation. Design/Build services for the conversion of the Long Beach aircraft production facility’s Solvent Maskant System to Water Based.

 Thermo Fluids Inc. Design/Build services for a new Waste Oil Storage and Processing Facility in Phoenix.
McClellan Air Force Base. Design services for a major renovation to the base Plating Shop.
Long Beach Bulk Cement Import Terminal. Program Management Services for the design and construction of a 750,000-ton-per-year bulk cement import terminal in the Port of Long Beach for Mitsubishi Cement Corporation.  Project included extensive retrofit of wharf grade beam pile system along with soil stabilization program (surcharging with wick drains) of back lands.

Electric Power Generation Projects

 Industrial Energy Applications. Design/Build services for a new 7.5 MW on-site, standby generation facility located at Rockford Products in Rockford, Illinois.

 Industrial Energy Applications. Design/Build services for a new 2.25 MW on-site, standby generation facility located at Climax Molybdenum in Iowa.

 Industrial Energy Applications. Design/Build services for a new 2.25 MW on-site, standby generation facility located at the Eaton Corporation in Iowa.

 Industrial Energy Applications. Design/Build services for the 100% expansion of the Eddyville Steam Plant in Iowa.

 Kuosheng Nuclear Power Station, Units 1 and 2. Design/Build Services for the retrofitting (major structural, piping, and electrical changes) of Taiwan Power Company’s power generation station located north of Taipei for dynamic loads which exceeded the plant’s design basis earthquake.  This project was initiated just 18 months prior to startup of the plant and was completed with no impact on startup. 

 Kansai Generic Station. Design Services for the development of a generic nuclear prestressed concrete containment building for sites with seismic design criteria of 0.75"g”.  This project, performed for Kansai Electric of Japan, formed the basis for the next generation of nuclear power generation plants to be built in Japan.

 San Onofre Nuclear Power Station, Units 2 and 3. Design/Build Services for the design and construction of two new 1,100 MW nuclear power units located at the existing plant on Southern California’s coast. 

 ASCO Nuclear Power Station, Units 1 and 2. Design/Build Services for the design and construction of two new 1,100 MW nuclear power units located South of Barcelona, Spain.

Aviation / Aerospace Projects

 FAA. Design/Build Services for the new National Airport Pavement Test Facility.  This unique facility located at Atlantic City’s Airport included a building which housed a 1000 feet long section of runway/taxiway pavement that was subjected to simulated wheel loads.

 NASA Ames Research Center. Design services for turbulence reduction modifications to the 40’ x 80’ Wind Tunnel located at the NASA Ames Research Center at Moffett Field.  The modifications consisted of design and constructing a straightening vane in the 100’ x 120’ section of the wind tunnel.  This structure had to be designed to be seismically independent of the existing wind tunnel structure.

 NASA Ames Research Center. Design Services for the replacement of the entire chilled water system used to cool the Cray Computer (largest computer in the world) located at the NASA Ames Research Center at Moffett Field. The turnover to the new system was required to be accomplished in less than 24 hours on Christmas Day, the only day the computer was allowed to be shut down.

 Air Morocco. Design services for the technical and economic feasibility of building one of the largest aircraft maintenance facilities in the world which would have in it a single bay hangar capable of housing two B747-400’s side-by-side.

 Northrop Corporation. Design services for the technical and economic feasibility of building a portable maintenance hangar to house the B2 stealth bomber and thus allow its deployment outside of the USA.

Water Projects

 Santa Ana River Main Stem Project. Program Management Services for the design and construction of the $2B in improvements to 75 miles of the Santa Ana River stretching through Riverside, San Bernardino, and Orange Counties.  The main features of the project included channel improvements on the lower reaches of the river through Orange County, raising Prado Dam 28.4 feet resulting in a 67% increase storage capacity and an increase in permitted discharge rate from 9,000 cfs to 30,000 cfs, and building Seven Oaks Dam just downstream of the headwaters of the river in the San Bernardino Mountains.

 Tarbela Dam. Design Services for the design of the primary discharge penstocks for the largest earth filled dam in the world. The dam, located in Pakistan, has a crest height of 485 feet and length of 8,999 feet with a storage volume of 11,600,000 acre feet and a peak discharge rate of 650,000 cfs. 

 Ludington Pumped Storage Facility. Design services for the primary discharge penstocks or this pumped storage facility.  The facility consists of a reservoir 110 feet deep, 2.5 miles long, and one mile wide which holds 27 billion gallons of water. The 1.3-square-mile reservoir is located on the banks of Lake Michigan. The power plant consists of six reversible turbines that can each generate 312 megawatts of electricity for a total output of 1,872 megawatts. Water is delivered from the upper reservoir to the turbines by six penstocks each 1,100 feet long that taper from 28 to 24 feet in diameter with a peak discharge of 70,630 cfs.  American Society of Civil Engineers National Outstanding Civil Engineering Achievement Award Winner.

Comments:

Tom has not only had a one-of-a-kind career as a civil engineer being able to have worked on a broad spectrum of project types which in today’s world is unique with the emphasis in specializing in one type of project being the norm but has also given back to his profession by his career long service to ASCE and other technical organizations including WCCC and CMAA.

Suggested Award Summary:

Tom Broz’s career has been focused on taking projects from “cradle-to-grave” through the use of multiple project delivery methods including design/bid/build, design/build, design/CM, PM/CM as agent, and PM/CM multiple prime.  Starting his career, Tom’s first twenty-five years of experience was associated 100% with design/build projects.  Most recently Tom’s efforts have been associated with projects where he has provided either PM/CM services or just stand alone CM services.  Many of these projects that Tom has worked on have been recognized by various professional engineering and construction organizations as being noteworthy projects and have received awards for such achievement.  Tom’s projects have ranged the gamut of size and type and have included multi-billion dollar nuclear power generating facilities to local public agency projects with construction costs less than a million dollars.  Tom has worked on power generation and distribution facilities, water storage and transmission facilities, industrial process facilities, alternate energy facilities, high tech research facilities supporting manned space flight, commercial and public buildings, and infrastructure projects including roads, bridges, and underground wet and dry utilities.  Throughout his career, despite advancing through the management ranks, Tom has never left his roots and continues to this day to be a hands-on project manager who is the consummate doer/seller.
