Cerritos Avenue Reconstruction and Sanitary Sewer Improvement Project

Project Location:

The Cerritos Avenue Reconstruction and Sanitary Sewer Improvement Project (Project) was constructed on Cerritos Avenue between South Brookhurst Street and Gilbert Street in the unincorporated area of Orange County, California.  Cerritos Avenue, to the west of Gilbert Street and east of Brookhurst Street, are in the City of Anaheim (Anaheim) jurisdiction.  The adjacent land use is highly residential with approximately 50 residential units fronting the Cerritos Avenue.  Four residential streets (all stop sign controlled) and two alleys, intersect this 0.5 mile segment of Cerritos Avenue.

Project Description:

Overview.  The Cerritos Avenue Reconstruction and Sanitary Sewer Improvement Project is a joint project between multiple agencies to replace 2,472 feet of undersized sanitary sewer line and make street improvements on Cerritos Avenue between South Brookhurst Street and Gilbert Street.  A Cooperative Agreement was formed and administered by the County of Orange (County) to complete both projects simultaneously, as part of its Street Improvement Project.  This minimized public inconvenience, maximized efficiency, and saved approximately $148,000 due to the elimination of duplicative project costs.

Sanitary Sewer Improvements.  The 0.5-mile section of Cerritos Avenue is located in an unincorporated area of the County.  Under this section of street, the Garden Grove Sanitary District (GGSD), a subsidiary district of the City of Garden Grove, operates and maintains an existing sewer main.  This main sewer line services 40 house connections and street laterals and appurtenances. The GGSD and Anaheim jointly use and share capacity rights in the sanitary sewer system.  In order to mitigate the risk of sanitary sewer overflows and to provide an adequate peak flow capacity in these shared sewers, the two agencies determined it was necessary to replace the existing sewer system.  The Sanitary Sewer Improvement Project addressed the sewer deficiency in capacity and mitigated the risk of sanitary sewer overflows by replacing 2,472 feet of 8-inch vitrified clay pipe (VCP) with 15-inch VCP. 

Street Reconstruction.  The County had plans to reconstruct this same 0.5-mile portion of dilapidated street.  The Project included the removal and reconstruction of existing pavement and adjustment of existing utilities’ valves and manholes to the new street level.  The Street Improvement Project reconstructed the existing pavement, sidewalk, curb and gutters, and driveway approaches to improve access and to meet current Americans with Disabilities Act standards.  Incorporating these amenities provides increased non-motorized mobility and safety along this busy two-lane undivided Secondary Arterial Highway.  This street provides access to an elementary and high school in a low-income, densely populated neighborhood.

Collaboration.  Anaheim and GGSD are participants of a joint sewer agreement providing for cost sharing for jointly used sanitary sewer lines in Cerritos Avenue owned by GGSD.  Anaheim, the GGSD, and the County agreed to include construction of the Cerritos Avenue Sewer Improvement Project as part of the County’s Street Improvement Project.  The County administered the Project through a County-GGSD Cooperative Agreement using a fair share cost proportionate reimbursement agreement. 

Because of this collaboration, the Project minimized inconvenience to the community.  By including new sewer system improvements with street improvements as one project, it eliminated conducting two separate projects and the burdensome construction, traffic, and noise.  The total project cost was $1,500,000. 

Project Justification:

The County, Anaheim, and GGSD participated in the Cerritos Avenue Reconstruction and Sanitary Sewer Improvements Project, located in the unincorporated County area of Southwest Anaheim.  The County, as Lead Agency for construction, combined their street improvement with GGSD and Anaheim’s sanitary sewer improvements to create one project.  Through close coordination and innovative design/planning, under the lead of Anaheim, the City estimates combining projects saved Anaheim and GGSD approximately $148,000 through elimination of usual duplicative pavement, traffic loop replacement, and similar costs.  This collaborative project minimized inconvenience to the public, maximized efficiency, and protected the integrity of the pavement to be reconstructed. 

The 0.5-mile project was constructed on a busy two-lane undivided Secondary Arterial Highway with a history of accidents.  Cerritos Avenue provides access to a school on Gilbert and another one just past Brookhurst Street.  A school zone sign (25 mph speed limit when children are present) is posted for west bound traffic on Cerritos Avenue.  The street also provides direct access to residential driveways, apartments and a church.  The speed limit posted on Cerritos Avenue is 35 mph.  Prior to construction there were no parking restrictions along Cerritos Avenue.  During construction, the County implemented safety measures to minimize accidents including traffic detours, lane closures, flaggers and signage for traffic control.  In addition, the project implemented new traffic patterns during construction to increase motorized and non-motorized vehicles and pedestrian’s safety, including changing the striping from a two lane to a three lane street with a dedicated center turn lane.  A sidewalk, curb and gutter was added to the north side of Cerritos where there was no existing sidewalk.  Carefully planning and fast construction minimized driveways and streets from being blocked.  There were no accidents during the six months of construction project which was completed on July 3, 2014. 

Special Circumstances:

Awards.  Cerritos Avenue Reconstruction and Sanitary Sewer Improvements Project was awarded the American Public Works Association (APWA) Southern California Chapter 2015 BEST Award in the category of Drainage, Water, Wastewater for projects over $200,000.
