SR-57 Improvements

Project Location:

In Orange County, on State Route 57, in the Cities of Anaheim, Brea, Fullerton and Placentia

Project Description:

OCTA, in cooperation with the Caltrans District 12, added a northbound lane along a eight-mile section of the freeway in Orange County between Katella Avenue in Anaheim and Lambert Road in Brea. Improvements to this stretch included the addition of one general-purpose lane along with merging lanes, standardization of existing lane widths and shoulders, and reconfiguration of on-ramps and off-ramps.

Project Justification:

The project required a diverse engineering team to successfully complete the project.  Funding for construction of the project was made available only if the project was able to begin construction within a very short timeframe.  The project was divided into three manageable segments which were delivered on an accelerated schedule.  The design was completed and the construction allocation was limited to a minimal 5% contingency.  Construction of each segment was completed on time and within budget.  Similar projects of this type and size being constructed in a heavily congested urban corridor generally require twice the available contingency for construction change orders.  The team executed a partnering strategy that successfully minimized project costs during construction and allowed the project to be completed within budget.

Special Circumstances:

The SR-57 Improvements Project brought many stakeholders together to create a unified team.  The project team consisted of a broad spectrum of public and private sector engineers as well as well as representatives from four cities and many external stakeholders. Throughout the life of the project, the entire team remained committed to delivering a high quality transportation solution to one of Orange County’s most congested roadways.  New relationships were forged with several stakeholders along the corridor including Angel Stadium, Honda Center, Hardin Auto Dealerships, Cal State Fullerton, Brea Mall and Brea Plaza.  A particularly close relationship was developed between the project team and the Honda Center.  The Honda Center has a very dynamic events schedule and a critical component to successfully completing the project was minimizing impacts to large crowds going to and from the center.  Honda Center representatives participated in both the Ground Breaking and Ribbon Cutting Cerimonies.  Honda Center Presidet, Tim Ryan, commended the project team for avoiding all impacts to Honda Center events during the ribbon cutting ceremony.  The project was awarded Caltrans Success In Motion Partnering Gold Awards in both 2012 & 2013.
