Topic: Eminent Domain and County of Orange Update
Speaker: Supervisor Chris Norby, Orange County Board of Supervisors
Supervisor Chris Norby will join us with an update on his efforts regarding eminent domain reform as well as an update on the County of Orange Capital Improvement Plans.
Chris Norby was elected to the Orange County Board of Supervisors in March, 2002 and sworn in as the Supervisor of the Fourth District on January 6,
2003, representing the cities of Fullerton, La Habra, Placentia, Buena Park and Anaheim (west of the 57 freeway). Norby was chosen by his colleagues as Chairman of the Board of Supervisors in 2007. Prior to his
election to the Board of Supervisors, Norby served on the Fullerton City Council beginning in 1984and was re-elected in 1988, 1992, 1996 and 2000. He served three years as Mayor of Fullerton – in 1990-91 and
1995-97. His 18 years of public service places him among the most senior of Orange County’s elected city officials. While serving on the Fullerton City Council, Norby was a strong advocate of open and efficient
government. Concurrent with his tenure as a Fullerton City Councilmember and Mayor, Norby was employed as a high school history teacher.
Chris Norby also serves as the statewide director of Municipal Officials for Redevelopment Reform and authored “Redevelopment: The Unknown
Government.” He has raised concerns about the use of eminent domain by public agencies and seeks reform of this government authority.
Chris Norby also serves a Board Member of the Orange County Transportation Authority and is the 2008 Chairman of the Board. He has set specific
Transportation Goals to further access to all forms of transportation, improvements to infrastructure and the equitable sharing of State and Federal Transportation Funds with Orange County.
